St. Johns County, FL Development Impact Fees (2026)

Source of truth is St. Johns County's consolidated "Master Impact Fee Schedule" — Phase 1 2026, effective March 4, 2026 (the schedule currently in effect as of 2026-06-16; adopted by ordinance approved 12/2/2025). St. Johns County is a single point of collection for ALL county residential impact fees: Roads (renamed Multimodal Transportation), Schools, Public Buildings/General Capital, Fire Rescue, Law Enforcement & Jail, Parks, and a NEW Conservation/Open Space fee (phasing in: starts at 50% of max, +12.5%/yr for 4 yrs to full amount). The county impact fee is TIERED BY HOME SIZE (sq ft), NOT a flat per-unit amount. PRIMARY single-family row = the 1,801-2,500 sq ft tier (a representative ~2,000-2,500 sq ft home), TOTAL $22,490/du. Other size tiers are included as excludeFromTotal=true reference rows. There is NO separate flat multifamily impact fee — multifamily (ITE LUC 220/221/222) uses the SAME size-tiered residential table; a typical apartment (801-1,250 sq ft) tier is included as the representative multifamily row (excludeFromTotal=true to avoid double-counting with the SFD primary rows).

Florida note

unlike CA, Florida counties CAN and DO levy a school impact fee — St. Johns has a large one ($6,082 at the primary tier), collected by the County on behalf of the school district.

Water/sewer

St. Johns County Utility Department (SJCUD) charges per-dwelling Unit Connection Fees — Water $2,850 and Sewer $5,750 (FY2025 tariff, eff. Oct 1 2024, amended June 17 2025) — these are ADDITIVE to each other and to the impact fees. SJCUD also charges tapping/installation fees (3/4" water tap $1,395; 2" sewer force-main tap $1,600) and a $75 locate fee per tap; these are physical installation charges, additive.
