Hillsborough County, FL Development Impact Fees (2026)

WHAT EXISTS in Hillsborough County (residential): (1) Mobility Fee (replaced the transportation/road impact fee in 2020) — zoned Urban vs Rural, tiered by SF living area; (2) Park Impact Fee — countywide, tiered by living area; (3) School Impact Fee — countywide, tiered by living area, collected for Hillsborough County Public Schools; (4) Fire Service Impact Fee — flat per unit. The county's own page confirms "new residential development pays three impact fees [park, school, fire], plus a mobility fee." Separately, the Water Resources Department levies Water and Wastewater Impact (capacity) Fees per ERC by service area (Northwest vs South/Central), an additive Accrued Guaranteed Revenue Fee (AGRF), and a meter-installation charge. WHAT DOES NOT EXIST here: NO county police / law-enforcement impact fee; NO library impact fee; NO drainage/stormwater impact fee; NO open-space impact fee; NO standalone county affordable-housing impact (linkage) fee; NO general/capital-facilities impact fee. Hillsborough's residential impact-fee categories are limited to mobility, park, school, and fire.

Currency/caveats

The mobility/park/school/fire schedule is the county's adopted "Estimated Residential Impact/Mobility Fee Assessment" effective October 1, 2022 — still the current hosted schedule on hcfl.gov (no newer county-side update located). The water/wastewater impact fees, AGRF, and meter charges are from the FY26 Schedule of Rates effective March 23, 2026 (R25-111, adopted Dec 17, 2025), which are current as of the verification date (2026-06-16).

Relief programs

affordable multifamily can receive up to ~90% relief on park, fire, and mobility fees, and there is a 10-year impact-fee deferral for affordable rental apartments (not reflected in the standard amounts above). City of Tampa (incorporated) parcels are served by Tampa's own utility and are outside these county utility fees; figures here apply to UNINCORPORATED Hillsborough County.
