Orange County, FL Development Impact Fees (2026)

Orange County, FL (unincorporated county) levies FIVE impact fees on new residential development, all collected by the County's Impact Fee Administration at building permit: (1) Transportation, (2) Fire/Rescue, (3) Law Enforcement, (4) Parks & Recreation, and (5) School (the school fee is for Orange County Public Schools, collected by the County). All five figures are taken from the official Orange County Impact Fee Brochure with verbatim quotes and corroborated by the county's "Impact Fees At A Glance" web page. EFFECTIVE DATES (current rates as of 2026-06-16): Fire, Law Enforcement, and Parks rates effective 5/1/2026; Transportation effective 1/1/2026; School effective 10/1/2022 (most recent adopted school schedule).

(a) Transportation is tiered BOTH by single-family square footage (4 tiers) AND by benefit zone (Urban / Suburban / Rural). I used the ~2,000-2,500 sf "2,001-3,500 sf" Urban tier as the primary single-family row ($11,617.27); the other size tiers are included as excludeFromTotal rows, and Suburban/Rural variants are noted (Suburban and Rural are materially higher). Confirm the project's actual benefit zone. (b) School is tiered by heated/cooled living area; primary row is the 2,000-2,499 sf tier ($9,513), with other tiers marked excludeFromTotal. UTILITY CONNECTION (CAPACITY) CHARGES: Orange County Utilities (OCU) charges a one-time Water Capital Charge of $2,790 per ERC and a Wastewater Capital Charge of $5,270 per ERU. One ERC for a single-family home corresponds to the 5/8" x 3/4" meter ("Applies to most single-family homes"). These apply ONLY within the OCU service area; properties served by other utilities (e.g., City of Orlando / Orlando Utilities Commission, or other municipal systems) pay those providers' separate charges. There is currently NO capital charge for reclaimed water connections. A representative ~2,000-2,499 sf single-family detached home in the OCU service area, Urban transportation zone, totals approximately $32,751: transportation $11,617.27 + fire $462 + law enforcement $665 + parks $2,434 + school $9,513 + water capital $2,790 + wastewater capital $5,270. CATEGORIES THAT DO NOT EXIST / WERE NOT FOUND for Orange County, FL: No standalone "drainage/stormwater" impact fee, no general/capital facilities impact fee, no standalone library impact fee on residential (library appears only as a non-residential transportation land-use category, not a separate residential impact fee), no open-space impact fee, no affordable-housing linkage/inclusionary fee, and no mitigation fee found in the county impact-fee program.
