FOUND (residential, per dwelling, single-family): Fire $1,737, Parks $1,800, Police $581, General Government $208. Utility System Development Fees (per ARS 9-463.05), priced by water meter size, base 3/4" residential meter: Water System SDF $5,325 (SPA 1; ranges $2,966-$5,325 across service planning areas), Water Resource SDF $3,649 (uniform, ADDITIVE on top of Water System), Wastewater SDF $4,481 (SPA 1; ranges up to $9,190 in SPA 4/5). Multi-family and mobile-home per-unit tiers also captured (excluded from single-family total). DOES NOT EXIST in Surprise: (1) NO transportation/roadway/streets impact fee — the residential impact-fee table has only Fire, Parks, Police, and General Government columns; (2) NO library impact fee; (3) NO drainage impact fee; (4) NO open-space, affordable-housing, or general mitigation impact fee; (5) NO SCHOOL impact fee — not an authorized category under Arizona law (ARS 9-463.05); Arizona school districts cannot levy impact fees.

(a) The impact fees derive from a TischlerBise Development Fee Study (categories effective Aug 5, 2019); the fee schedule notes both 'Grandfathered' and 'New' impact fees are assessed and due at building-permit issuance. (c) Utility SDFs apply only within the City of Surprise water/wastewater service area; the SPA (Service Planning Area 1-5) determines the water and wastewater amount. (d) Additional area-specific Sewer Line Extension reimbursement fees exist for certain districts (Bell Pointe $410, Cactus $116/$118 residential, Litchfield $220, Paradise Acres $3,035, Sarival $153) — localized cost-recovery charges, not citywide impact fees, not added to main rows; these were also confirmed present in the PDF (line 627-631). (e) Water meter installation fee ($422.70 for 3/4", FY2025) is an operational hardware/labor cost updated each July 1, not a capacity SDF.
