Chandler, AZ Development Impact Fees (2026)

All fees are City of Chandler "System Development Fees" (SDFs) levied under A.R.S. 9-463.05, taken from the official FY 2024-25 System Development Fee Report (Management Services Memo No. 26-013, filed with the City Clerk August 28, 2025), Attachment 1: "City of Chandler System Development Fees Effective 7/1/24 – 6/30/25." AZ SDFs do NOT auto-escalate; they are set on a 5-year study cycle. Chandler's current rates took effect 7/1/24 following the adopted 2022-2032 Land Use Assumptions and Infrastructure Improvements Plan, so the 7/1/24–6/30/25 schedule remains the current adopted schedule for 2025-26. CATEGORIES THAT EXIST (single-family detached, per dwelling unit): Water SDC $2,460; Wastewater SDC $5,989; Reclaimed Water SDC $1,094 (these three utility charges are ADDITIVE — wastewater and reclaimed are separate from water); Fire $308; Police $74; Public Building / general-capital $110; Arterial Streets (transportation) $3,792; Parks (varies by service area).

Key caveats / mutually-exclusive variants

- PARKS: priced by three mutually-exclusive service areas. Northwest = $0/unit, Northeast = $129/unit, Southeast = $5,242/unit (footnote 4: NW = west of Price Rd; NE = east of Price Rd and north of Loop 202; SE = east of Price Rd and south of Loop 202). SE ($5,242) used as the primary parks row; NW and NE included as excludeFromTotal variants. - ARTERIAL STREETS: per footnote 1, this $3,792/unit transportation fee is assessed ONLY in a defined sub-area (south of Frye Rd east of McClintock, etc.). It is NOT citywide; $0 outside that boundary. Included as the primary transportation row but geography-dependent. - UTILITY SDCs: schedule lists both a "per dwelling unit" residential figure and meter-size figures. The published per-DU figure is authoritative for SF homes; the 3/4" disc meter figures are included as excludeFromTotal reference rows to avoid double counting. - For meters 10" and larger: SDF = (1" fee) x (Safe Max Operating Capacity GPM / 20 GPM). - No reclaimed-water or wastewater fees for water-only (landscape) connections (footnote 3).

Per footnote 2 (A.R.S. 9-500.18), Chandler's non-utility SDFs and arterial street fees may NOT be assessed ON school districts/charter schools. - LIBRARY fee: exists as a line item but is currently set to $0.00 for all land uses. - No standalone DRAINAGE/stormwater, OPEN SPACE, AFFORDABLE HOUSING, or general mitigation impact fee in the SDF schedule. - Multifamily per-unit figures are published and included as excludeFromTotal reference rows. - No separately published ADU SDF tier; ADUs not broken out. - Fees are NOT tiered by home square footage.
