This is the current adopted schedule; Arizona "System Development Fees" (ARS 9-463.05) do not auto-escalate and follow a 5-year study cycle (based on the 2019 DIF study, last updated April 2024). The Dec 2025 "2026 Four-Year Utility Rate Plan" adjusted ONGOING monthly water/wastewater/solid-waste service rates, NOT the one-time water/wastewater system development (capacity) fees, so the April 2024 SDF figures remain current. ZONES: Goodyear levies impact fees by two mutually-exclusive geographic service areas, North Zone (north of the Gila River) and South Zone (south of the Gila River). I used NORTH ZONE as the primary representative for single-family and multifamily; all SOUTH ZONE figures are included as additional rows with excludeFromTotal=true. The only category that differs between zones for residential is Parks (North SFD $1,360 vs South SFD $728) and the water/wastewater SDFs. WATER/WASTEWATER SDFs: Priced by water meter size. Used the base residential 3/4-inch displacement meter as primary (North Zone). The schedule's per-meter line has three additive components: "Cost per mtr" ($503, meter installation/connection cost — same in both zones), "Water Dev." (water development/capacity fee), and "Wastewater" (wastewater development/capacity fee). All three are additive and included for the North Zone 3/4" meter. South Zone meter figures and larger meter sizes are included as excludeFromTotal=true variants. TRANSPORTATION/STREETS = $0 CITYWIDE: The current April 2024 schedule lists the Streets column as "$ -" (zero) for every land use in both North and South Zones — the city is not currently collecting a citywide street/transportation impact fee. The ONE exception is the separate "Northwest Rainbow Valley - South Service Area" schedule (effective April 13, 2020), a special geographic sub-area that DOES carry a Streets fee ($3,330/SFD) plus its own Police ($820) and Fire ($971) figures; I included the Rainbow Valley Streets SFD figure as an excludeFromTotal=true note row to document that transportation fees exist only in that sub-area. A builder OUTSIDE Rainbow Valley pays $0 in street impact fees. CATEGORIES THAT DO NOT EXIST HERE: NO school impact fee (school impact fees are not an authorized category in Arizona — school districts cannot levy them). NO standalone drainage/stormwater impact fee (the city declined a stormwater fee increase in the 2026 rate plan and funds stormwater from the general fund; no stormwater SDF in the impact fee schedule). NO library, open space, affordable housing, or general/capital impact fee in the schedule. NO mitigation fee found. Goodyear's residential impact fees are limited to Fire, Parks, Police (citywide) plus the zeroed Streets category, and the water/wastewater system development fees. CAVEATS: ADU fees are not separately published in the impact fee schedule (ADUs would likely be treated under residential and metered separately). The fee study report (2024-01-08 LUA IIP) and the 2019 DIF study are available on the same page for further methodology but the adopted per-unit figures are taken directly from the April 2024 schedule.
