Texas Local Government Code Ch. 395 limits impact fees to WATER, WASTEWATER, ROADWAY, and DRAINAGE only. Roadway is collected at 50% of the maximum assessable rate for ALL land uses (the calculator's RW_Lookup shows "% of Max = 0.5"). The standard residential service unit for water/wastewater is a 1" displacement meter (confirmed by both the fee study "Single Family Benchmarking" slide and the calculator), and the new-home fee is one 1" meter per dwelling. PRIMARY single-family detached (1" meter, SA 2 East — chosen as primary because most Prosper residential growth is in Collin County / east-of-BNSF): roadway $7,879 + water $5,969 + wastewater $8,421 = $22,269. (SA 1 West total would be $21,987.) Multifamily low-rise per unit (SA 2): roadway $4,275 + water/wastewater per the master-meter 1" base would apply per unit-equivalent.
