I used EAST GLENDALE as the PRIMARY (it carries the fullest fee load including utility SDFs); every WEST GLENDALE variant is marked excludeFromTotal=true. PRIMARY = single_family_detached in East Glendale. TWO FEE FAMILIES, both real and ADDITIVE to each other: (1) Development Impact Fees per Development/Housing Unit — categories: Fire, Library, Parks & Recreation, Police, Streets (transportation). For East Glendale single family: Fire $850, Library $355, Parks & Rec $1,194, Police $702, Streets $4,270 (schedule's stated total $7,371). Multifamily ("Multi-family, 2 or more units per structure") is per housing unit: Fire $575, Library $240, Parks & Rec $808, Police $475, Streets $3,054 (total $5,152). (2) Utility Development Fees (Arizona System Development Fees under ARS 9-463.05) charged by water METER size, "All Development Types (per Meter)." Per the state-context rule I used the base residential 3/4" meter: Water $3,330 + Wastewater $3,795 = $7,125. These are separate water/wastewater capacity (connection) SDFs, additive on top of the impact fees. Larger meters (1"–8") are included as excludeFromTotal rows. West Glendale utility development fees are $0 for all meter sizes (city is not the water/sewer provider there). GRAND TOTAL for a representative East Glendale single-family detached (3/4" meter) = impact fees $7,371 + water SDF $3,330 + wastewater SDF $3,795 = approximately $14,496 in city-collected development/system fees. WHAT DOES NOT EXIST HERE: NO school impact fee — Arizona statute (ARS 9-500.18 and 15-189.01) does not authorize municipal school impact/construction fees, and Glendale's schedule has no school category.
