WHAT EXISTS: 1) IMPACT FEES (Idaho Code 67-82 "Development Impact Fee Act"): Caldwell levies Parks, Fire, and Police impact fees. Currently adopted amounts are from Resolution 193-23, effective Oct 1, 2023: Parks $2,081.73/unit, Fire $1,070.37/unit, Police $184.01/unit (residential total $3,336.11/unit). These are flat per-dwelling-unit fees (not size-tiered). A May 15, 2007 vesting cutoff applies: lots occupied prior to that date are exempt; all new construction pays full impact fees. NOTE: A 2025 DRAFT impact-fee study (in planning case CPM25-000001/ZOA25-000002, Aug 2025) proposes RECALCULATED maximum-supportable fees that are substantially LOWER (draft Parks $951, Fire $649, Police $97 = $1,697 total) but this is NOT yet adopted; the Res 193-23 figures remain in effect. I report the adopted (Res 193-23) figures as the current fees. 2) TRANSPORTATION/TRAFFIC IMPACT FEE: NEW. Caldwell adopted the Caldwell Area CIP & Traffic Impact Fee Program (Resolution 429-24, passed Jan 21, 2025) jointly with HIGHWAY DISTRICT NO. 4 (HD4). This is the separate-district transportation impact fee that a Caldwell residential builder must pay; it is administered jointly by the City of Caldwell and HD4 for the CATS service area, and fees collected by the City are spent only on CIP projects within the City of Caldwell. Table 7 fee schedule: Single-Family $4,226/unit, Multifamily Low-Rise $2,293/unit, Multifamily Mid-Rise $1,753/unit, Mobile Home $2,607/unit, ADU $1,394/unit. (Note: HD4's SEPARATE "Mid-Star" service area TIF of ~$5,050/SF home applies to unincorporated Canyon County, NOT to the City of Caldwell, and is excluded.) 3) WATER CONNECTION FEES (Resolution 318-24, eff. A frontage-based Sewer Main Extension Fee of $42.38/ft (min $2,542.80 at 60 ft) may apply (separate row, excluded from per-unit total, frontage-dependent/often waived). A Stub-out Fee of $977.18 applies ONLY if the City elects to construct the service stub (conditional; excluded). WHAT DOES NOT EXIST HERE: - NO SCHOOL IMPACT FEE: Idaho state law (Idaho Code 67-82) does not authorize school impact fees; none is levied. (Vallivue School District serves most of Caldwell and cannot charge an impact fee.) - No drainage/stormwater impact fee, no library impact fee, no open-space/affordable-housing/general-capital impact fee identified — Caldwell's impact fees are limited to Parks, Fire, Police, and (new) Transportation. - Building/electrical/plumbing/mechanical PERMIT fees (Res 320-24) exist but are regulatory permit fees, not development impact/connection fees, so they are omitted per scope.
