Caldwell adopted the Caldwell Area CIP & Traffic Impact Fee Program (Resolution 429-24, passed Jan 21, 2025) jointly with HIGHWAY DISTRICT NO. 4 (HD4). This is the separate-district transportation impact fee that a Caldwell residential builder must pay; it is administered jointly by the City of Caldwell and HD4 for the CATS service area, and fees collected by the City are spent only on CIP projects within the City of Caldwell. Table 7 fee schedule (confirmed by OCR/visual inspection of the rendered table on PDF page 33): Single-Family $4,226/unit, Multifamily Low-Rise $2,293/unit, Multifamily Mid-Rise $1,753/unit, Mobile Home $2,607/unit, ADU $1,394/unit. (Note: HD4's SEPARATE "Mid-Star" service area TIF applies to unincorporated Canyon County, NOT to the City of Caldwell, and is excluded.) 3) WATER CONNECTION FEES (Resolution 318-24, eff. Oct 1, 2024): For a single-family residence, the ADDITIVE components are Interceptor Fee $1,170.93/unit + Plant Capacity Fee $1,213.30/connection (these two sum to the stated $2,384.23 residential minimum, confirmed verbatim in the resolution). A frontage-based Sewer Main Extension Fee of $42.38/ft (min $2,542.80 at 60 ft) may apply (separate row, excluded from per-unit total, frontage-dependent/often waived). A Stub-out Fee of $977.18 applies ONLY if the City elects to construct the service stub (conditional; excluded).

What does not exist here
