Frisco straddles Collin and Denton counties; this record uses the Collin County portion. WHAT EXISTS: Texas Local Government Code Ch. 395 limits impact fees to WATER, WASTEWATER, ROADWAY, and DRAINAGE only. Frisco has adopted WATER, WASTEWATER, and ROADWAY impact fees via Ordinance No. 19-04-29 (adopted April 2, 2019, effective May 2, 2019), which incorporates the "Water, Wastewater and Roadway Impact Fee Update" study dated January 2019 by Kimley-Horn Associates. As of June 2026 this remains the CURRENTLY ADOPTED collection schedule: the hosted municipal code (eCode360 Article V, Impact Fees) still cites the January 2019 study and Ord. 19-04-29, and the FY2026 master fee ordinance (Ord. 2025-09-48, effective Jan 1, 2026) covers monthly utility rates only and did not change impact fees. NOTE: a consultant presented an UPDATED impact fee study in 2025 showing higher MAXIMUM fees (and new state-law water-reuse credits effective Jan 1, 2026), but NO new collection rates had been adopted at the time of research; figures here are the 2019-adopted collection rates. RESIDENTIAL NORMALIZATION: Roadway impact fees are charged per dwelling unit and vary by FOUR mutually-exclusive geographic service areas (A, B, C, D). Service Area A (the highest) is used as the primary row; Areas B/C/D are included as excludeFromTotal rows for reference. Single-Family Detached and Townhomes are assessed at 70% of the maximum per the ordinance; multifamily/all other uses at 100%. Water and wastewater impact fees are priced by meter size/type and the published schedule STARTS at a 1" Positive Displacement (PD) meter (no 5/8" or 3/4" row exists), so the 1" PD residential tier (70% of max) is used as the primary single-family row. Frisco does NOT tier residential impact fees by home square footage, so no sq-ft tiering applies. CONNECTION/TAP: Frisco sets the residential water meter on a per-tap basis; the published residential meter-set fee is $835 for a 1-inch T-10 meter (includes a $150 deposit). Custom tap fees beyond the standard meter set are quoted per-tap by Public Works and are not published as a fixed schedule. WHAT DOES NOT EXIST HERE (per TX Ch. 395 and Frisco practice): NO park impact fee, NO police impact fee, NO fire impact fee, NO SCHOOL impact fee (school impact fees are illegal in Texas — Frisco ISD / Prosper ISD charge none), NO library impact fee, NO open-space impact fee, NO affordable-housing fee, NO general/capital impact fee. Frisco has NOT adopted a DRAINAGE impact fee (allowed by Ch. 395 but not adopted); it levies only a recurring MONTHLY stormwater utility fee ($4.36-$14.01/mo for single-family by lot size), which is an operating utility charge, not a one-time development fee, and is excluded. No "water/wastewater capacity reservation" charge separate from the impact fee was found.

Impact fees assessed at final plat approval and collected at building permit/meter set. Water and wastewater impact fees apply within Frisco's corporate limits AND its extraterritorial jurisdiction; roadway impact fees apply within corporate limits only. Single-family roadway and water/wastewater fees reflect the ordinance's 70%-of-maximum collection rate for single-family land uses.
