Texas Local Government Code Ch. 395 limits impact fees to WATER, WASTEWATER, ROADWAY, and DRAINAGE only. Frisco has adopted WATER, WASTEWATER, and ROADWAY impact fees via Ordinance No. 19-04-29 (adopted April 2, 2019, effective May 2, 2019), which incorporates the "Water, Wastewater and Roadway Impact Fee Update" study dated January 2019 by Kimley-Horn Associates. As of June 2026 this remains the CURRENTLY ADOPTED collection schedule: the hosted municipal code (eCode360 Article V, Impact Fees) still cites the January 2019 study and Ord. 19-04-29, and the FY2026 master fee ordinance (Ord. 2025-09-48) covers monthly utility rates only and did not change impact fees.

a consultant presented an UPDATED impact fee study in 2025 showing higher MAXIMUM fees (and new state-law water-reuse credits effective Jan 1, 2026), but NO new collection rates had been adopted at the time of research; figures here are the 2019-adopted collection rates.
Residential normalization
