NORMALIZATION: (1) Impact-fee primary row uses the 2,000-2,499 sq ft single-family tier as the representative ~2,000-2,500 sq ft home; the <2,000 and 2,500-2,999 and >5,000 tiers are included as excludeFromTotal=true reference rows.
