MUTUALLY-EXCLUSIVE / EXCLUDED FROM TOTAL: The Fire fee has 5 geographic zones; Zone 1 (Elk Grove) used as primary, Zones 2-5 excluded. Water connection has 2 service areas and multiple meter sizes; Service Area 1 with a 1" meter (smallest published) is primary; Service Area 2 ($926, only a meter charge - infrastructure paid via other means) and larger meters excluded. Sewer collection (SacSewer) and treatment (Regional San) each have new-community vs infill variants; new-community/standard variant used as primary, infill excluded. (2) NO citywide drainage impact fee - drainage is plan-area specific (SEPA/LRSP). (3) NO separate citywide police or general-government impact fee line item - police facilities are a COMPONENT of the Capital Facilities Fee (CFF), which also funds civic center, corporation yard, animal shelter, library, and transit; I broke these out as notes but report CFF as one general/capital row to avoid double counting. (4) NO library impact fee separate from CFF. (5) Mello-Roos/CFD special taxes exist in many Elk Grove areas (Zones 2-5 fire, Lakeside, Laguna West, EGUSD Mello-Roos) and partially fund facilities - these are OUT OF SCOPE per instructions and are NOT included. (7) Sewer fees: a NEW SUBDIVISION (parcel recorded on/after 7/1/2003) pays the SacSewer collection fee per NET ACRE ($26,421/acre expansion) rather than per ESD; the $4,374/ESD primary row reflects a single home on a pre-2003 lot - both are documented. (8) All city DIFs auto-adjust each Jan 1 (most) or Jul 1 (Measure A, I-5) for construction-cost inflation. VERIFY: confirmed 36 of 37 rows; dropped 1 (Swainson's Hawk Mitigation Fee - researcher reported amount=0 as an unverified placeholder, but the source booklet actually states the fee is $17,396/acre acquisition+admin plus $444/acre monitoring = $17,840/acre; the row's sourceQuote ("5.10% increase") is from the booklet's table-of-contents inflation list, not the fee table, so the cited quote/amount could not be confirmed and the row was dropped per default.
